Can a 2016 Honda crf 230 be registered and made street legal?

My daughter is looking to buy a 2016 or 2017 Honda crf 230 enduro motorcycle. She was told she has to buy at least a crf 250 or higher to make have it street legal. She wants it mainly for off road use, but would like to it street legal and registered so she could legally drive it on the street when needed. The dealer told her that she would have to buy the crf 250 or larger to have it street legal. Is that correct?

The CRF250L is not a CRF250 modified for the street -- it has different frame, different engine, 70 pounds heavier.

She can get the Suzuki DR200S, which is street and freeway legal.
She can get the Yamaha TW200, which is street and freeway legal, and those fat tires is better on sand. A 250 limit by state law? Maybe, Texas has a break at 250cc, Ohio had a 15 hp restriction also for main highways. Main thing is the federal VIN tag that says off road use only usually means it.

I'm looking to buy a an old 1980 Honda C70 on Craigslist and the the seller does not have the title. I'm not entirely worried about the bike being stolen and will have the VIN checked before purchase. However there's no title and we will be using this form -http://www.dmv.ca.gov/forms/reg/reg227.pdf with a Bill of Sale. Has anyone actually ever done this? I don't wan to purchase the bike, only to find that there's some requirement to obtain the title with this form…
