Although some states do have a titling exemption when registering vehicles over a certain age, the state of Tennessee's DOR website does not specifically list an exemptions. They do have a "Antique" vehicles registration, but that is a limited registration in which the vehicle is not meant for everyday road use.

So if you want to register/tag your bike in TN, your probably going to need a legitimate title first.
