Many people would agree simply replacing it with a compatible used engine is the best way to go

though - for a near 20year old car Id suggest you would be better off selling it for parts and buy yourself another 20year old car for $500

sure as hell, you don't pay to rebuild such an engine

NO not really sure you MAY be able to make it turn but as for it running NO Way just buy a used JApanese engine there super cheap have low miles and have a warranty too or rebuild the one you have But the used engine is the most cost effective way to go

How about telling us if the motor seized up because a timing belt broke and it's just got bent valves? Then you can just do a valve job. That will run around $1800. If the motor seized because the owner never did oil changes it's junk and a 1997 Honda is not worth sticking even $1800 into.

I don't think it's worth your while. A used B20 engine shouldn't run you much more than $1000 at worst. Rebuilding the engine if it is seized is probably going to cost the same.
