Does mileage over 80,000 for a Honda Fit mean the car is on it's last legs, what's a good mileage range for it as a used car?

How to find a good mechanic to inspect the car and how to logistically get the car inspected since don't have car insurance to drive the car to a mechanic by self (have no-one with insurance to drive the car to the mechanic with me if dealer would let me take it off the lot)?
What fees other than the price of the car are there and what is the price range for those fees?
When negotiating the price (not the monthly payments) do you negotiate the price of the car before taxes and fees or are you negotiating the entire cost including taxes & fees?
Is there a business or service you can pay to do the leg work of finding a used car and getting it inspected for you if you tell them your price range?
