What to ask when buying a used car?
I'm thinking of buying a used Honda of Craigslist. It seems like a good car for 3k with 150k miles but i want to make sure nothing's wrong with the car so what should i look for and what questions should i ask?

I have seen cars with stock speedometer and maximum speeds says 150mph then people change the speedometer and the new one says maximum speed is 180mph? These cars was the Honda prelude by the way. My question was when they change it to faster speedometer will the car actually go faster? And would the speed it says the car is going will that be accurate?
I have looked and looked through the web and found that for sure that cold air leads to more power but i have also found that cold air intakes increase mpg's. Yet i have read that warm air makes the engine use less fuel so that it would lead to more mpg's also. I also have looked at engine designs to where the air box intakes are located and some vehicle locate the intake close to the radiator AKA warm air. And some behind the headlight AKA cold air. I'm just wondering which air temp helps the most for fuel effieciency.
I'm 18 a first time drivef thinking about getting a old car 4 or 6 cylinder. A honda or a impala don't know yet. How much well it be for being on ny own. I can't be added to my parents plan. Since i haven't talked to my mom in months. So yea. Please give me some names of cheap insurances and how much they would cost per month.
1983 Honda CB550SC has intermittent charging issues - what's wrong?
Added (1). After charging my battery (Li Ion, Battery Tender brand) I usually don't have any issues. I last had to do this about 2 weeks ago and I took it out for a ride today and a couple minutes in it just crapped out. Was fortunate enough to have someone come jump me and I rode home with high RPMs. Shut it off, got my multimeter out and started it up again. Started around 10.6v at idle and then was making its way down to the 8v range and just shut off. What is going on here?

I love how smooth it feels while driving, but since I'm not a confident driver. And still need to improve, i would like an suv-like car but thats smaller and safer to drive for instance (high, not so big, but with still some room).

Added (1). I forgot to mention I live in an area where it snows quite a lot. So if any other suggestions on small suvs perhaps even 4x4 versions then great
Added (2). Just an update: I do prefer older cars like Eric mentioned from the years 2001-2005. My corolla is from 98 and I have never felt down because of it being an old car instead it's very reliable. Just wanted to upgrade on something more bigger and that will drive better in the snow. The corolla did fine in the snow but then again I didn't drive it as much, and this time I will be so I'm def going to stick in the lines between a Rav4, subaru or honda.
