Noise on front right tire only when turning right and going over 15mph?

I have a 1999 Honda Accord LX 4cylinder. I have replaced the pads rotors and cv axels. The only problem I ever had was when I bent the dust shield a little bit causing a scratching noise on my rotor. I belt it back enough so that the noise would go away.

This other noise, however, is similar but also makes a whining rubbing noise like when you clean a window with windex. It also ONLY happens when driving roughly over 15 mph and only when I'm turning right.

I plan on investigating it when it gets a little worse but for now I can't figure out what it could be. Maybe the dust shield needs to completely come out?

Why is my car insurance still so high? (DUI 5 years ago)?

I'd like to insure a 2011 Corolla with full coverage. Background below.

I received a DUI 5 years ago in CA at the age of 19. Since then I've never had a ticket or at-fault accident. I was hit by another vehicle in 2012 and this was written off as not at fault by my previous insurance company.

Currently I have GEICO. Starting in late 2012 I insured a 1990 honda accord for $68/mo with GEICO. Since then it's down to $42 a month. According to my policy number I'm rated as a driver with no surcharges and I'm in GEICO's safe driver discount since I've had no at faults or tickets for 5 years.

I'm looking to purchase a newer car (2011 corolla) and the quote I got was $228 a month. Other major insurers were much more expensive. I was quoted $388 by one major insurer. I've talked to many of my friends who pay about $120 a month for cars that would be higher risk (G37, Camarro, etc). My credit score is considered excellent and I live in a low crime neighborhood and I turned 25 two months ago. I'm not sure what would influence my rate to still be so high after 5 years since the DUI has passed. I'd also only like to stick with major companies. I've been down the road with small cheap insurance carriers and you get what you pay for.

Any advice?

2000 Honda Accord Timing Belt?

I'm buying a 2000 Honda Accord that has only 12,000 original miles. I'm buying it from a man that hasn't driven it a lot, it's been sitting a bit. He's done maintenance on it as far as in oil changes, there's a new battery. Should I have the timing belt change right away? Does it wear from just sitting or mileage?
