Fuel injection issue. Honda civic hatchback (ED). Sohc vtec zc swap?

Okay, so I'm doing a zc swap in my ef civic and for some reason the injectors aren't firing. (i can start it with brake cleaner). I checked the fuel rail and it is getting fuel pressure. I checked the injectors individually (off of the car with a 12v battery and some cleaner) and they are are all working. When checking voltage (for the yellow / black 12v const wires at the ecu) I got 4.61v reading. I've tried a couple different ecu's to make sure it isn't my problem. (I assume its not due to the fact that the plugs are working just fine.) the negative (pulse((br),(red),(bl),(yel wires were reading a low voltage (1? V) when I turned the key. I'm stumped and need my car to run because this is going to be my daily. Any ideas? If it helps i'm using an obd-0 to obd-1 conv. Harness.

Do emissions test places want older cars off the road?

So recently last week or so on Monday, March 18, 2019, my dad's metallic blue 1996 Honda Civic LX (with 270,820+ miles on it) didn't pass the emissions test because the Check Engine light is still on despite its muffler pipe leak already being repaired the Friday prior. And my dad was pissed thinking that emissions places hate older cars and want them off the road. It's his daily driver car, but he doesn't want it as a Historic license plate registered car just yet, rather wants to drive it until the car is too wasted at around 300,000 or 400,000 miles on it.

My Serpentine belt too small or?

I bought a 2006 Honda Civic ex not too long ago and I'm changing out all of the old stuff like oil and basic stuff, but I've encountered an issue. The serpentine belt on my car is smaller than the parts you d find in a parts store. Went to a few different ones and same thing. Is the original belt on my car just too small?(which was a hassle to put on) or do I get the ones that is recommended? Like would it be too loose or should I get a generic belt around the length of the original belt? I'm not a master mechanic but I can get simple stuff done.

Purchasing a 2014 Honda Civic EX-$13,500?

The private seller will not budge from 13,500. There's 50K miles on the car, it is in very like-new condition. I feel like 13,500 is a bit too high. He says there are weather tech floor mats, new Thule roof rack, and remote start. Is this a fair deal?
