What to do in case of an accident with a person from another country?

The person driving, was traveling to work, when a tractor truck hit the car from behind. He ( the driver of the tractor truck), took pushed the car for a whiled before the car finally began to spin out, hitting the middle divider on the highway. The car that got hit is a 2002 Honda civic, both doors; the drivers and the back passengers were damaged to the point where you can't open the door, also broke one of the wheels on the right side of the driver. The car is a complete loss, while the tractor truck continued on his way. Police were called to the scene. An mentioned the driver driving the tractor truck was from Canada, with a Canadian insurance. While the accident occurred in Richmond, Virginia. (United States). Could anyone who has probable experience something familiar please give me some options of how I can proceed with this. Thank you.

Help with honda civic smog readiness

I have a 97 honda civic dx model and I'm trying to get it to pass smog. I took for a smog test and everything was good except 2 monitors weren't set yet. I tried to set the readiness using a guide from the honda website. There are 2 monitors that my odbII meter said was incomplete, which was the O2 sensor and EVAP.
All of the others were already set. I ran this twice and nothing changed.
I haven't disconnected the battery in about 1200 miles. There are no error codes or check engine light. I check the readiness daily and its always the same, the same 2 monitors are always incomplete.
Any clue as to why this isn't working or what I should do next? Thanks!
10 points to the answe that helps me get my car ready for another smog!

New window regulator won't move?

I just bought a used 97 Honda Civic that drives perfectly. The driver s side window doesn't move however. I opened up the door and found that the window regulator was broken (the cable inside had snapped.) I bought a brand new regulator and when I plug it in and press the window switch, the regulator doesn't move at all. What can the problem be? I know that the switch is getting power because the old window motor turns when plugged in.

I know that window motors on newer cars need to be initialized. Is this the case for my 97 civic as well?

What's a good down payment for a $25,000 car?

Okay so ever since high school I've been wanting a Honda Civic si. Now that they have made 2018 Honda Civic si I instantly fell in love (I work for Honda and Toyota so I driven one yesterday) I'm 19 years old with about 1,200 saved up, I have no credit but I will be cosigning with my grandpa and he has perfect credit. And he said he will let me cosign a 2018 Honda Civic si for 6 years if I have a good enough down payment. So what's a good enough down payment for the car? I'll be okay with $300 payments but the only problem is that I don't know how much money I'll need to save up for that much.
