Is this LEGAL plate mounting?

There's 3 cars in my area that I'm wondering if they are legal or not. I live in Minnesota which is a 2 plate state. One car is a Honda not sure if it is a Accord or a Civic but its usually parked in a nearby street. I noticed one day it didn't have a front plate at all(mounting holes on bumper but no plate on bumper) I didn't really put much thought into it thinking it was just an out of state car until I saw the Minnesota Plate on the rear driving by. A different day I drove by it I noticed they somehow attached the front plate to the driver's side Visor. Is this legal?

2nd car is a Ford Explorer. It has no front bumper cover at all but instead of either drilling holes and mounting it to the bumper or zip tying it on they somehow mounted it ON the grille. Is this legal?

3rd car is a El Camino it has the REAR license plate in the rear window. The fact that "rear license plates much be lighted at night" is this legal display of a plate?

I want to buy a brand new Honda Accord Sport from the dealer?

If i was to get this car what would be a better option to get it leased or financed (i believe my credit is poor right now) and if i had to make payments of lets say $500 a month, can i pay more if i can, like $700 or $ 800 every once in a while?

95 honda accord hitting bumps very hard. Bad shocks or what?

I don't know a lot about cars, but, my 95 accord just got a major overhaul (timing belt, water pump, and lots of miscellanous stuff like belts and such). Problem is, my mechanic didn't say anything about the shocks, but, I feel like the car is hitting bumps Way too hard. When the road is smooth, the ride is great, but, for example, I was on a freeway today that has lots of continuious bumps and I thought my car was breaking apart… Literally had to get off an exit to check. But the, when I got to a newer part of the road (more smooth) the ride was really good. So, is this certainly the shocks, or what? Also, how much is a fair price to replace all 4 by a mechanic?

2013 Honda Accord or Kia Optima?

It's going to be for college and obviously Honda Accord has a better track record but just want some peoples opinions on it to try to help make the decision

How to fix overhead dome light in 2012 Honda Accord?

The overhead dome light in my 2012 Honda Accord has gone out. I have checked the fuses (one under the hood and one under located next to the feet of the passenger side fuse box) as well as the bulb itself. I'm not an expert but I did not notice any signs of a blown fuse or bulb. Is there something else I can check or should I just take it to the dealership?

Good cars for a college student that arent but ugly?

So, I pretty much find something to hate about all cars haha.

Civic si… Is still a civic and looks like an egg
Scion tc… Looks like a veloster (need I say more)
Honda Accord… Actually not bad as long as it's a coupe
Mitsubishi Lancer… I love the looks but am skeptical on reliability
Toyota Tacoma… I can use the bed to take my Yamaha to the bike track but that's about it
Toyota Camry… Too many old people drive it
Toyota Corolla… Reliable, but screams chick car
Mazda 3… Also a chick car

Can someone give me an idea of any car (even the ones I listed) that financially make sense to drop 10k on?
I'm pretty much at the point that I'm just going to buy a mid 90's s10.
